I suspect that something as large as Grok will require dedicated GPU subnets which are still in the process of being developed, furthermore the GPUs on said subnets will have an inherent disadvantage in that their compute will have to be structured deterministically which causes a performance hit and constraint to the overall size of the model that can be hosted as their efficency is 60-70% of what it would be if the output were to be non- deterministic.

The UK were warned about taking the Luddite path 12 years ago by yours truly, when Andrea Leadsom was "making the decisions". And say whatever you want about the CTFC, "Self Hosted Wallets" are now explicitly permitted in the USA.
Who in their right mind is going to start a world changing bitcoin business in the UK, or who is going to put up with British regulation when they can simply open their browser and run everything from a free country?
I'll give you the answer; no one is going to put up with it. They are all going to avoid the UK, and everyone on earth (billions of people) will use whatever American entrepreneurs put in front of them and that they like.
And it doesn't matter that this is still "under debate and no firm ruling has been made as yet"; if there is even a whiff of threat of a future crackdown, why would anyone take the risk? You'd have to be insane to start from the UK; there is literally no advantage whatsoever.
