This could be a serious health risk. People do not know where it was made, when it was made, or what kind of oil or materials were used.
It should not be difficult for authorities to act. They should go to any random dairy or kirana store, seize such illegal products, impose heavy fines, and give strict warnings. If the same mistake happens again, the shop should be shut down permanently.
