The way I see it, it’s more that a minority of sophisticated and influential Jews worked hand in glove with a minority of sophisticated and influential WASP’s to legitimize and institutionalize mass routine infant circumcision in the United States. I think it was something the Jews latched onto once the ball had already been pushed down the hill organically by WASP’s.
