If it's a high enough purpose, it's easier, but then you basically have the same governance questions within a mini DAO. If you scope the constitution tighter, the purpose can change frequently. Thoughts?

The subgroup can have a constitution outlining what is the scope of their decision-making powers, if the decision is not listed in the constitution & falls outside that scope, then like you pointed out the broader stakeholder (the whole DAO) should have a say by voting on it

So a set of delegates that ask token holders to delegate votes to them, and do the professional task of analysis and representation? How do delegates make decisions? Are they paid? Ie, the broader stakeholder base has a say on major bets, and selection of people that can make the decisions close to the ground for execution of that bet?

Everyone interested in DAO governance should read about Zappo's failed experiment with Holocracy. Great on paper but internal politics and status games create problems that outweigh the benefits.
