Issues regarding funding will be resolved based on cooperation between functional agencies and the contribution of the private sector, creating a solid foundation for the PPP model in strategic infrastructure. The new railway line is expected to be more than 2,200 km long, prioritizing the transport of goods - especially export goods from the Tuva region (Russia), Mongolian territory and the southern region of China. This is considered an important logistics route, helping to shorten transportation time, reduce costs and increase the ability to connect the supply chain between the Asian - European economies. At the workshop “Exploiting the potential of the Vietnam – China – Russia international railway route” held in 2023, Vietnamese Ambassador to the Russian Federation Dang Minh Khoi emphasized the huge potential of the cross-border railway transport route connecting the three countries. According to him, Vietnam is currently a key partner of Russia in ASEAN, playing a particularly important role in the regional logistics network, creating a solid foundation to promote the railway transport model and cross-border logistics services. Currently, goods from Vietnam to Russia are transported from Gia Lam station along the Asia – Europe international container route, through China and radiate in three directions: to Kazakhstan to Russia; to Mongolia to Russia; or through Inner Mongolia – China before continuing to Russia and to countries in the Eurasian Economic Union (EAEU). This system allows for cost and time optimization, while reducing dependence on maritime transport, which is under great pressure from global fluctuations. In addition to its economic value, experts say this is a project of profound strategic significance. The railway not only helps enhance Russia's role in the Asia-Europe connection network, but also opens a new development period for Vietnam's logistics infrastructure, especially in the field of seaports and international cargo transit centers. Capital mobilization, investor search and personnel exchange activities are being implemented in parallel with the technical assessment step. If implemented on schedule, this intermodal route is expected to reshape regional transport routes, creating an effective alternative to maritime transport, while promoting trade, tourism and investment growth. Notably, the tourism demand of Russian tourists to Vietnam is expected to be equal to that of Thailand by 2025, highlighting the growth potential of intermodal railways as they play a role in promoting both freight and passenger traffic in the future. In the context of rising sea transport costs and many global shipping routes facing security risks, rail transport – with its advantages of safety, stability and cost optimization – is expected to “reign” in the coming years, bringing in billions of dollars in revenue each year and contributing to making Vietnam a strategic logistics link in Asia.
