HRF condemns the assassination of Guinea-Bissau pro-democracy activist Vigário Luís Balanta and joins @UNHumanRights in calling for an independent international investigation. HRF condemns the spate of brutal extrajudicial attacks on critics of Guinea-Bissau's military regime that have taken place in recent months. The impunity that has followed the attacks points to state-aligned intimidation to silence dissent.

Under international humanitarian law, attacks on objects “indispensable to the survival of the civilian population” are prohibited and may constitute war crimes. The law also stipulates that collateral civilian harm from strikes not be "excessive in relation to the concrete and direct military advantage anticipated." The destruction of power plants could lead to widespread blackouts and impact hospitals, water treatment facilities and food supply chains. Agnes Callamard, secretary general of Amnesty International says: "Iranian Civilians will be the first to suffer from the destruction of power plants and bridges. This is exactly the kind of ruthless behavior I’ve been talking about: a regime that shows no regard for human life, willing to put children and ordinary citizens directly in harm’s way to serve its own interests. Iranian state TV shows the Deputy Minister of Youth Affairs, Alireza Rahimi calling on students, artists, and athletes, people of all political stripes to form human chains tomorrow around power plants. This is being framed as a protest against Trump’s threats to target critical infrastructure. The regime is openly encouraging civilians , including children, to place themselves in danger as human shields! Deliberately putting children in harm’s way is not new. They have been recruiting children for years. During the Iran–Iraq War, the regime sent children to the front lines, giving them symbolic “keys to paradise” and telling them martyrdom would bring reward. Instead of safeguarding its people, this regime has repeatedly treated them as expendable tools to be used whenever it suits its own survival.

Although the past 20 years were marked by many significant events, four common factors drove the largest declines in freedom: armed conflicts, coups, erosion of democratic institutions, and crackdowns on rights by authoritarian leaders. America imposes sanctions for corruption and human rights abuses. I’ve always found it strange we don’t have a sanctions program targeting environmental harm.
