Safety regulation so if there's a medical emergency you can theoretically pull someone out under the wall. Or climb under to help them. The U.S is spread so far out that unlike much smaller land-wise more compact "fun size" nations. It can take ac1-2 minutes more to get help to someone. So these regulations help speed up the process.
