Liam Lagunas, forever 6, was killed by a speeding driver 3 years ago today. The driver that caused the fatal crash had a long history of traffic violations, including 3 prior DWIs. We need stricter penalties which prevent repeat offenders from killing innocent kids. @NCCDA1983
