Forgoing a Charisma die roll because of a player's monologue is no different that forgoing an attack roll because if I said I punched him then I punched him!
While it's nice for a player to be invested the information on the character sheet should matter. It's still a game first

Forgoing a Charisma die roll because of a player's monologue is no different than forgoing a Search roll because the player specifically described trying to unscrew the bed post while searching for a secret compartment. Both are signs of engaged players and should be rewarded.

Went to a bakery a few days ago and it was an middle-aged white lady with purple hair. "No kings" posters on the wall. She was nice to the black guy in the store, nice to the white lady, even nice to my latina wife. At one point she tried to take my wife's order like we weren't there together.
For me though she had this glazed over look in her eye like I was someone who did her dirty and she just wants me out of there. No "thank you! Have a good one" for me. Flat tone and annoyed cadence.
I dragged the table and chairs she had outside the place about 20 yards down the street before leaving.
