THE issue is that the inhabitants of the "third world" are low IQ, low trust, savages who lack any semblance of the social cohesion needed to do anything at all with any resources - even the most abundant and precious ones. They can't even get their oil out of the ground without outside help. They are not now nor will they ever be compatible with a high trust culture. They can't even evolve their way out of that in a billion years.
