Denktash flatly refused to negotiate the Annan plan wasting so many years. 2002 -Turkish Cypriot leadership “failed to engage in any negotiations on the basis of the Plan” and did not turn up at Copenhagen to conclude the effort. 2003- UN effort collapsed when Denktaş said he would not put the Annan Plan to referendum, and the process ended without agreement. 2004- major “crisis” when Denktaş declared he would not attend Phase 2; negotiations proceeded ONLY after negotiating authority was transferred to Talat/Serdar Denktaş (after consultation with Turkey). This obnoxious Turkish behaviour is what secured accession. Thanks
