The SF city economist’s report on the family zoning plan accidentally revealed how essential rising rents are to new construction. Within the new zoned capacity, it won’t be fully built out unless rents double over 30 years. The binding constraint isn’t zoning, it’s rent growth.

Income and income growth are largely ignored in the Twitter housing discourse. Given the hyperfocus on land-use rules, I expect someone to soon assert that housing prices declined in Oklahoma in the 1930s due to upzoning.
