@drumstick27 Akainu follows orders, but he’s also shown to act aggressively when he thinks it’s justified he doesn’t just stop on his own because a strong opponent appears. At Marineford, the only thing that actually stopped him was Sengoku calling the war off, not Shanks showing up.
