The foreign owned spaza shops are the main sellers of illegal cigarettes. Migrants are some of the key customers of cheap cigarettes. Their defence makes more sense.

🇿🇦’New Broom’ CEO Suspended The CEO of the Public Investment Corporation (PIC), who was branded a "new broom" upon his appointment just over a year ago in May 2025, has been suspended. The PIC manages the investments of the Government Employees Pension Fund (GEPF), Africa’s largest pension fund, which holds assets exceeding R2.69 trillion. Dlamini was placed on precautionary suspension for several reasons, including appointing PwC to investigate the Lanseria International Airport deal without board approval. The Lanseria deal involves R630 million in principal loan plus interest the PIC had granted to a Black Economic Empowerment (BEE) company, Acapulco in 2013 to pay for the acquisition of a 25% stake in the Airport. Acapulco has since defaulted on the PIC debt. Dlamini’s sanctioning of the PwC investigation was aimed at recouping the lost public funds. Additionally, Dlamini is accused of extending the company’s Chief Investment Officer's contract without the knowledge of the board or the GEPF. Furthermore, allegations state that Dlamini misled Parliament when directly questioned about the contents of his CV—which they had alleged to have had conflict of interest regarding his previous board memberships and or professional directorships affecting Lanseria International Airport.
