This is being done by design. If you ignore statutes that prohibit camping and drug use in public and loitering and blocking sidewalks it creates an image of homelessness.
Now you have the image and the politicians claim they have a crisis and need money.
Grants are given to cities to help with the homeless problem but those funds go into a slush fund that are distributed out to NGO‘s that launder the money back to democratic coffers.
We did not have this problem 20 years ago because we simply enforced the laws.
The last administration showed you how it was done. You claimed there is a crisis at the border when you ignore laws and allow people to rush the border and enter the country.
This is how you launder money.
