You're correct up until the very last line. Fiat is the problem. But the "solution" will have a major problem in <10 years if it's forced to scale in layers. Miners won't be compensated for layer 2 transactions. And there isn't enough throughput on base layer to keep fees reasonable in the long run for the every day person. Bitcoin is a fantastic start. But it's far from being perfect money.
