Clean Prosperity believes that bill C-5 will be a valuable tool to help Canada build out the economy of the future. Canada needs new tools to turn the new spirit of federal-provincial cooperation into reality, and to accelerate the build-out of decarbonized energy infrastructure across this country. If the federal government uses the Building Canada Act judiciously, while honouring commitments to Indigenous rights and environmental protections, then the bill could be the tool we need to streamline the federal regulatory approvals process and get Canada building. A streamlined approvals process for major projects, combined with strengthened carbon markets, can deliver billions of dollars worth of low-carbon investment. Today we remember Brian Mulroney's exceptional commitment to environmental policy. In addition to passing important domestic legislation, Mulroney landed the US-Canada Air Quality Agreement to reduce the emissions that caused acid rain. Under Mulroney, Canada was the first industrialized country to ratify the Convention on Biological Diversity. And under his leadership we were the first G7 country to sign the UN Framework Convention on Climate Change, to reduce global greenhouse gas emissions.
