But I feel like improving access mostly looks like prams still taking up the space and parents being unwilling to get off. Idk though.

There needs to be more access for both. That notion is asinine if you've ever had to navigate a sleeping baby + a pram on a bus.
Noone is handing their baby to someone to collapse a pram + "get off" is a non starter.
Pram users + wheelchair users shouldn't have to fight it out.

I say this as a parent, if you are on the bus with your pram and a wheelchair user comes on, you need to make space or get off. And as bystanders we should feel confident enough to tell people this to avoid wheelchair users having to deal with ts on their own.
