Air Cargo Import, Delhi

Instances have come to the notice regarding requirement of BIS on import of Air purifiers, including portable air purifiers. As per the Quality Control Orders issued by DPIIT and clarifications issued by BIS, it is clarified that - • Quality Control Order S.O. 4098(E) dated 17.09.2024mandates air purifiers to be compliant with IS 302(Part-1):2008. For small enterprises, the compliance is mandatory w.e.f. 17.03.2025 and for micro enterprises, compliance is mandatory w.e.f. 17.09.2025. The QCO dated 17.09.2024 remains applicable till 18.03.2026. 
• No BIS exemption is available for car air purifiers. 
• IS 302(Part 1):2008 & IS 302(Part 1):2024/IEC 60335-1:2020 run concurrently during the transition period.   • Quality Control Order S.O. 2232(E) dated 19.05.2025 will be effective from 19.03.2026 onwards.   Importers are advised to plan their imports accordingly and apply for BIS licences, if required. @FinMinIndia @cbic_india

Factual details regarding BoE No.6068071 dated 03.12.2025 The BoE No.6068071 dated 03.12.2025 was received in ACC Import, Delhi on 10.12.2025. Since the BoE contains edible items, NOC for its clearance is required from FSSAI. Pending NOC from FSSAI the BoE was given permission for Warehousing under Section 49 of the Customs Act, 1962 on 12.12.2025.

Factual details regarding BoE No.5424924 dt. 31.10.2025 The goods imported under BoE No.5424924 dated 31.10.2025 were registered by the Importer in ICEGATE on 04.11.2025. Query for uploading EPR in E-Sanchit was raised upon the Importer on 04.11.2025. After receipt of requisite clarification regarding MSME Status (Micro) from the Importer on 06.11.2025, the BoE was given Out of Charge on 07.11.2025.

To, The Hon'ble Chairman, Central Board of Indirect Taxes & Customs (CBIC) Subject: Issue Arising Due to Non-Issuance of NOC by Allied Agencies Respected Sir, Some CB Sathi are attempting to obtain NOC from the ADC at IGI Delhi Airport Cargo. However, the ADC office did not issue the NOC on Saturday, and today (Monday), the office remains closed. This has caused significant difficulties for importers, exporters, and CBs alike. Key Issues: Functionality of the Customs Department: The Customs Department issues orders to remain operational even on holidays to ensure a smooth import-export process. However, due to the lack of proper communication or directives, allied agencies keep their offices closed, preventing the issuance of NOCs. Negligence by Allied Agencies: If the Customs Department has informed allied agencies, the question arises as to why they have ignored the directive. Financial and Logistical Losses: (A) Custodians continue to levy demurrage charges even on holidays. (B) Due to the non-issuance of NOC, cargo clearance is delayed, causing unnecessary financial losses for importers and exporters. Our Demands: All allied agencies should be given clear directives to keep their offices open and complete the necessary procedures if the Customs Department remains operational on holidays. If this issue has arisen due to negligence on the part of allied agencies, strict warnings should be issued to the responsible officers to prevent such occurrences in the future. To ensure a seamless import-export process, a well-coordinated system should be developed so that all relevant departments function smoothly, even on holidays. We kindly request you to take immediate cognizance of this matter and issue necessary directives to provide relief to all stakeholders.
