A new Special Economic Zone is planned at the Port of Cotonou, covering 50 hectares and aiming to strengthen the port’s role as a regional logistics and industrial hub.
The project seeks to support the transformation of Cotonou into a “fourth-generation port”, integrating logistics, industrial activities, and trade services to boost competitiveness and efficiency in regional supply chains.
By expanding economic infrastructure around the port, the initiative is expected to enhance industrial activity, facilitate trade flows, and attract investment, reinforcing Benin’s strategic position in West African commerce.

Let’s kick off the week with a new AEZO Monday Message — and a clear reminder that Special Economic Zones are not a one-size-fits-all solution for Africa. 💬🌍
As Julien Gourdon, Senior Economist, OECD demonstrated in a dedicated paper, when SEZs are well governed, strategically designed, and aligned with inclusive growth objectives, they can deliver real outcomes:
🏭 stronger export competitiveness
📈 higher productivity and investment
👥 better jobs and household welfare
AEZO remains committed to promoting SEZ models that are impact-driven, inclusive, and built for long-term transformation across the continent.
Keep in touch next Monday! ✨

🌍 Developing economies continued to lead global FDI value, while regional performance remained uneven across the world;
🏗️ Investment patterns are shifting across industries, with strong growth in services and the digital economy, while project values declined in infrastructure and extractives
⚡ SDG-related project values remain under pressure in key sectors like infrastructure, renewable energy, and water — highlighting the need for stronger investment mobilization;
🤝 Africa’s investor base remains diverse, with both traditional and emerging partners shaping FDI stock on the continent:
These trends reinforce the importance of well-positioned, future-ready SEZs that can attract quality investment, support industrial transformation, and align capital with Africa’s development priorities.

Ghana’s automobile and electric vehicle (EV) sector is emerging as a high-potential AfCFTA opportunity, following discussions highlighted at a Ghana Ports and Harbours Authority (GPHA) media forum in February 2026. International trade consultant Louis Yaw Afful emphasized that ongoing negotiations on AfCFTA rules of origin for automobiles will be key to positioning Ghana within Africa’s growing automotive manufacturing ecosystem.
Rather than starting with full vehicle production, Ghana can strategically plug into regional value chains by scaling component manufacturing, including spare parts, accessories, and tyres—building on the country’s past industrial capabilities while preparing for the continent’s shift toward EV-related assembly and parts supply.
With the right regulatory reforms, investment incentives, and stronger trade facilitation, this pathway could help Ghana expand intra-African exports, attract new manufacturing investment, and support Africa-wide industrial growth under the AfCFTA framework.

According to a 2025 study published by Abagna, Hornok, and Mulyukova, the most impactful action African SEZs can take is to enhance household well-being in their surrounding areas. The report shows SEZs significantly improve access to utilities, housing quality, and durable goods ownership (like TVs, refrigerators, mobile phones), benefitting native households across wealth groups within a 10 km radius. This is followed closely by bolstering local employment and education—especially for women—and expanding access to essential services.

🌍 Strengthening Africa’s Pharmaceutical Value Chains through SEZs
During the African SEZs Annual Meeting 2025, AEZO and UNCTAD were pleased to unveil a new Policy Brief on “Leveraging Special Economic Zones to Attract Pharmaceutical Investment in Africa.” This publication translates research and dialogue into practical policy recommendations to support Africa’s pharmaceutical industrialization.
Built on insights from the UNCTAD x AEZO Webinar (June 2025), the policy brief highlights how well-designed SEZs can address structural barriers in the pharmaceutical sector by improving infrastructure, regulatory capacity, skills development, regional integration, and sustainable investment frameworks.
The brief provides guidance for policymakers, SEZ authorities, and development partners seeking to reduce import dependency, strengthen health sovereignty, and integrate Africa more effectively into global pharmaceutical value chains.
AEZO looks forward to continuing this impactful collaboration with institutions like UNCTAD and engaging stakeholders across the continent to support the implementation of these recommendations.
