First, “faster” is not better. And if a “fast” contract is not reached within an arbitrary, government-dictated timeframe, an unelected bureaucrat imposes a contract for 2 years. Nothing pro-worker or conservative about this scheme.

Well-stated by @AFPMissouri. HB1644 started as a good bill, but @MOSenate amended it to be a give-away to government union bosses. Government unions take power from elected officials and extract cash from taxpayers. HB1644 should die.
