MATURE DEMOCRACY It is a country where: *Leaders respect the limits of their power *Institutions are stronger than individuals *Citizens can remove bad leaders peacefully through elections *Laws matter more than personalities *Gvrt fears the people more than people fear gvrt

*Courts can rule against the government without intimidation. *Citizens criticize leaders without fear. *Elections are competitive, not ceremonial. *Public servants understand they are temporary employees of the people.

A democracy matures when citizens stop asking: “Who will save us?” …and start asking: “How do we control those in power?” IN FUNCTIONING DEMOCRACY: *Presidents can lose elections and peacefully leave office. *Parliament can reject bad laws from the Executive.

Because power is no longer guaranteed. That is how mature democracies work.

A president who fears voters behaves differently. • They become more careful with taxes. • More careful with arrogance (matusi). • More careful with police excesses (abductions). • More careful with corruption and wasteful spending. • More careful with broken promises. Why?
