Actually, Utah already does have a process in place to accommodate the Save Act. You should know that. So, correct me if I'm wrong here, because I did go over this with my own county clerk, and here's what I "know". The first of five identity documents listed in the SAVE ACT is the REAL ID A form of identification issued consistent with the requirements of the REAL ID Act of 2005 that indicates the applicant is a citizen of the United States. The key is "indicates the applicant is a citizen of the United States". True not all REAL ID does - HOWEVER - 1. Utah issues REAL ID and when an ID or license holder applies for that ID, the licensing division scans the supporting documents, including proofs of citizenship. 2. Those supporting documents are available to the clerk to verify the citizenship status of the voter. Therefore, when the ID holder's license record has supporting citizenship documents, the citizenship of the ID holder is in fact "indicated" to the elections clerk as the Save Act requires. Did I miss any important fact here? As CDL holders all know, but most regular license holders might not realize, there is a LOT of "indicators" in our driver license records that aren't on the physical license. We know our clerks have access to the backend information in our licenses much the same way the highway patrolman does. The SAVE Act is already accommodated, true?

@kymc1234 @RussJRampton You can, but we've seen mail take a week to arrive even when mailed within Utah or Salt Lake County. It depends on how much you value you vote. The law is now the ballot has to be in our hands on election day. Post marks are not looked at to determine if it was mailed on time.

@NormieUtah By statute, those ballots would be counted and the new signature would be placed in the voter's record to be used for validation purposes in future years. In this last election, we had over 100 instances of this very situation. How do you investigate this for fraud, if it's legal

@ARDavidson So if a bunch of ballots are sent where someone has moved, and they are filled out fraudulently, they are rejected and a cure letter is sent to the same place, and the same people return it fraudulently, that vote not counts…..BY LAW?????

The signature verification process on the cure list letters is even worse. If the signature that comes back on the cure letter still doesn't match the voter record, by statute, we have to accept it. It's legalized insanity labeled as safe and secure elections.

Fun fact about me: I think signature verification is one of the weakest ways to prove someone is who they say they are. We’re literally relying on a scribble… ultimately judged by a human… and calling that secure. If we’re serious about election integrity, it’s pretty simple: Verified ID. Every time.

Utah uses signature verification, and soon the last four digits of a DL or SS number with the signature to verify ID in a way that preserves ballot secrecy. The SAA would preempt that.
