The Framework for Graduate Recruitment Schemes in the Public Service is aimed at recruiting graduates and youth who have already obtained tertiary qualifications but require specialised skills, especially in health, policing, infrastructure planning, engineering, finance and information technology.
Recruitment into the Graduate Recruitment Scheme programme follows the principle of open competition. In line with Public Service Regulations, all employees and qualifying new entrants to a department must be given a fair and equitable participation opportunity.
The scheme has a considerable potential to respond to many of the country’s developmental needs. These include the reduction of unemployment, especially among designated groups, including youth, women and persons with disabilities. It also has the potential to contribute to the eradication of poverty, reduction of inequality and improved service delivery.
In December 2018, the Minister for Public Service and Administration issued the framework for implementation across the Public Service.
Currently, implementation of the framework is ongoing. Departments are required to submit implementation reports on annual basis.
Deliberate programmes to recruit the best graduates into the public service are an essential part of our strategic priority to build a capable state.

the private sector, and development partners who have played a crucial role in fast-tracking the delivery of safer toilets.
Today, the Gauteng Department of Education met with the Basic Education Portfolio Committee and participated in the NCOP Ministerial Briefing on School Infrastructure. With the theme, “Providing proper infrastructure and facilities to ensure quality education for a safe and healthy learning experience,” the focus was on the proactive steps needed to ensure well-equipped schools that support quality education.
Infrastructure is the foundation of a thriving education system. We are committed to not just improving learning conditions, but shaping sustainable solutions for today and the future. Every child deserves an environment that empowers them to reach their fullest potential.

Even though today marks the final installment of this series of our #SchoolSafetyImbizo, our commitment to safer schools continues. We do not have high-risk schools—we have schools that are at risk. And risk demands action.
From the start of these engagements, we have worked alongside local law enforcement, and today, I can confirm that police visibility will be increased around schools identified as most vulnerable.
But safety is not just the work of the police. It begins at home. Parents, your role in discipline, in guiding your children, in ensuring they do their homework and respect their teachers, is critical. A safe school is built on strong families.
And to the community—our schools belong to us all. Their walls, their fields, their classrooms must be protected. Vandalism, theft, and destruction rob our children of opportunities. Let’s stand guard, not just with words, but with action.
Safety is a collective responsibility. And when we work together, we do not just secure our schools—we secure the future.
