Minister Bowen has appointed me to lead Australia’s Carbon Leakage Review. The review will assess carbon leakage risks and possible policy options, among them the feasibility of a CBAM for Australia. There'll be extensive consultations with stakeholders. dcceew.gov.au/climate-change…

Why the different results from previous empirical analysis? One reason is sluggish capital adjustment: previous approaches using regressions of first-order conditions (prices) probably underestimate the elasticity, while the supply-side approach I use likely overestimates it. 7/8
