De besluitvorming is wel centraal (een democratisch consortium van banken) maar de bedrijfsvoering en governance is decentraal. Het censureren van betalingen is alleen mogelijk door de individuele banken, precies zoals het nu is. Dankzij Wero en de CBDC kunnen Europeaanse consumenten weg bij de Amerikaanse clouds / netwerken zoals Google Pay, Apple Pay, PayPal, Visa, Mastercard en krijgen ze meer keuze en autonomie bij hun betalingsopties. Beide zijn ook pan-Europese netwerken zodat Europese consumenten veel makkelijker grenzeloos kunnen betalen. En binnenkort komen daar zeer waarschijnlijk de stablecoins cryptomunten bij. Rusland gebruikt ze al intensief om de euro en dollar sancties te omzeilen en de VS hebben ze tot een speerpunt van hun monetaire strategie gemaakt.
