Mining Indaba concluded on a highly positive note for ACEP. We entered into a strategic partnership with the African Union Development Agency-NEPAD to support the rollout of The African Minerals Development Center's Afro-Hackathon initiative. This initiative is aligned with the African Mining Vision, which seeks to leverage Africa’s mineral resources to drive broad-based, inclusive, and sustainable development across the continent. The Afro-Hackathon aims to showcase and strengthen the capabilities of local enterprises while promoting innovation-led growth. ACEP’s Innovation Challenge, selected academic institutions, and regional innovation hubs including the UNDP-supported Timbuktu MineTech Hub and University Innovation Pods (UNiPods) will be leveraged to deliver projects focused on lithium-ion battery technologies. Stay tuned for more on the Afro-Hackathon initiative and its role in shaping conversations around the Continental Extractive Industries Programme (CEIPS).

Methane abatement in oil and gas is one of the fastest, most cost-effective climate actions available today. Beyond GHG emissions reduction, effective methane management can provide economic benefits such as enhanced power generation for homes and industries, stronger energy security, and new revenue from gas that would otherwise be wasted. Prioritising methane abatement options has become imperative in oil and gas systems. This paper examines how oil producing countries in Africa can leverage enhanced Marginal Abatement Cost Curves (MACC) for effective methane abatement prioritisation that considers more contextual variables and co-benefits. We were pleased to host a delegation from the Judith Neilson Foundation, led by CEO Simon Freeman with Titus Gwemende, on a courtesy visit to the Africa Centre for Energy Policy (ACEP) as part of the Foundation’s learning trip to better understand how African institutions are advancing development across the continent. The visit created space for rich engagement on how ACEP promotes inclusive and sustainable energy outcomes through evidence-based research, policy dialogue, and collaboration with governments and the private sector across Africa. Our Executive Director, Benjamin Boakye, highlighted ACEP’s regional work and partnerships in countries including Nigeria, Liberia, Sierra Leone, Angola, and Mozambique, with a strong focus on how Africa can strategically position itself in the global energy transition and ensure it delivers tangible development outcomes for its people. At the Industry Intel session at @MiningIndaba with @AfricanAmdc and partners, Dr. Charles Gyamfi Ofori, Policy Lead, Energy Transition and Climate Change, emphasized that Africa does not lack high-level frameworks. The African Mining Vision (AMV) and Africa Green Minerals Strategy (AGMS) already outline the development logic and green value-chain pathway. The real gap is translating them into delivery instruments and accountability across the mineral value chain. If Ghana for instance seeks value addition through lithium, key questions arise: Is it integrated into energy and industrial strategies? Is it backed by reliable, cost-competitive power? Has Ghana assessed disruptive technologies and related risks? And is it scaled regionally under AfCFTA to create viable markets? Implementation is the real test if Africa is to position itself credibly in green minerals value addition.

The Energy Sector Levies Act (ESLA) was introduced to address mounting debt, fragmented levies, and weak coordination in Ghana’s energy sector. Over a decade on, the Act has evolved through amendments, repeals, and new levies. At a recent ACEP media roundtable, discussions assessed ESLA’s impact on debt reduction, its operational strengths and weaknesses, and its relevance for future energy and fiscal reforms. While ESLA has provided some liquidity relief, deeper structural challenges persist, driving under-recoveries and accumulated shortfalls. Addressing these requires tougher loss-reduction enforcement, improved metering, stronger utilities, and more robust procurement systems.
