B every time. The moment you throw out a number without context you lose leverage. You need to know the deliverables, usage rights, exclusivity window, and timeline before you can quote accurately.
The real answer though is to have your rate card ready BUT customize it per ask. A 60s YouTube integration is a completely different product than a 15s TikTok spot. If you're quoting the same number for both you're either overcharging on one or leaving money on the table on the other.
