Given Boko Haram’s mode of operation, how are their movements and plans not intercepted before these attacks happen? 5. Why do our military bases appear so vulnerable? Are our personnel being deployed without adequate protection? 6. Does the Nigerian Army not have a standard operating procedure for establishing and defending field bases against attacks? 7. In a war as dangerous as this, have there been no meaningful adjustments to how these bases are set up and secured? 8.
