Exclusive: Labour covered the cost of a specialist tax lawyer hired to look into Angela Rayner’s finances in the lead-up to her resignation as deputy prime minister last year. A leading barrister was asked to examine whether she underpaid stamp duty. Jonathan Peacock KC spent up to five days examining Rayner’s finances, providing a draft and final legal advice about the purchase of a £700,000 flat in Hove. The Times has now learned that the expense was paid for by party headquarters. The costs of Peacock’s services are not known. However, Dan Neidle, a tax expert, said the bill could easily have run to tens of thousands of pounds. He said advice on a straightforward tax issue would cost about £4,000, “about as cheap a consultation with a leading tax KC as one can imagine”. Neidle added: “If there was something more complex going on, then it could be a lot more. A whole morning’s consultation with complex papers could be £20,000. Sometimes more.” At the time, Laurie Magnus wrote in a letter to the PM the advice covered "her personal position in relation to council tax, stamp duty land tax, capital gains tax and inheritance tax". The spending was criticised by senior Labour sources. One said: “I’m amazed party money was spent trying to protect Angela, given her hefty salary. We need to understand why the party thought it a good idea to spend membership fees and trade union donations on expensive lawyers, when this had nothing to do with Angela’s role as deputy leader.” Another said: “This is a really shameful use of resources when we have crucial elections to fight, and party funds being used for an individual’s tax advice will not endear her to members.” Rayner’s allies said the decision to hire Peacock was not taken by her. They said she requested legal advice from the party and senior officials proposed using Peacock’s services. The advice was therefore commissioned by Labour, rather than Rayner herself. Labour declined to comment.
