Yeah, so anarchy doesn’t have some innate superiority over the state. The insurance model doesn’t guarantee an incentive like you think it does and the state’s incentive is more durable: “if we lose this, we will be executed” A rational company would defect or dissolve under existential threat. The state cannot because if the political order goes down, state leadership is likely dead.
