That’s the common wisdom gleaned from research and what I have generally believed as a teacher. However, recently the TPRS method which has been based almost entirely on high amounts of comprehensible input has updated to TPRS 2.0 where there is some forced output and their results have been impressive and anecdotally I’m getting much better results in my classes than I have in over 25 years of teaching. I also see students gain confidence with output much faster doing spaced repetition (I use Brainscape instead of ANKI) when forced to practice translating L1 to L2.
