This is just arguing for the sake of arguing. Nemesis is the titular villain of Resident Evil 3: Nemesis, in the way that the shark is a main villain in Jaws or the giant snake is the main villain of Anaconda as the lead threat to the protagonist & given story importance.

They don't serve any major story purpose, but I wouldn't be surprised if there was some note/reference to them/cameo or something either with the callbacks RE9 is doing. But they're not like, actively a main character in the story.

No, actually the one character the director has officially confirmed has no major role in Resident Evil Requiem is Chris.
