@_Basel_Barakat Agree! Also, very often same people review papers in different journal categories, so you should better aim higher. And you can always level down, but you won't try to to level up after being accepted to a lower journal with the useless feedback

Always aim for the best journals and conferences. Because if you get a useful comments on a paper with a reject is much better than an acceptance with a useless feedback #AcademicChatter #IEEE #ACM
