The Jovenel Moïse affair: Léon Charles, key player in a conspiracy at the highest levels of the state
New revelations from the Miami Herald plunge the former director general of the Haitian National Police into the heart of the plot that led to the assassination of President Jovenel Moïse.
The Jovenel Moïse affair is far from having revealed all its secrets. While investigations continue simultaneously in Haiti and the United States, one name keeps coming up in the latest revelations from the Florida daily Miami Herald: that of Léon Charles, former director general of the Haitian National Police (PNH).
Disturbing evidence suggests that the man who was then the country's top cop played a central — and long-concealed — role in the events leading up to the regicide of July 7, 2021. According to the Miami Herald, it was Antonio "Tony" Intriago, owner of the American security company CTU Security and one of the alleged masterminds of the operation, who personally contacted Leon Charles prior to the murder.
The two men reportedly spoke as part of the assassination planning, at the very moment the plot was taking shape. The nature of this request leaves little room for doubt: Intriago needed the support of the PNH chief to guarantee the operational security of the group of former Colombian military personnel recruited to execute the president.
The content of their exchanges is revealed by a text message (SMS) cited by the Miami Herald. In this text, Intriago allegedly explicitly asked Léon Charles to "end any confrontation" between the Haitian National Police and the commando of Colombian soldiers suspected of having assassinated Jovenel Moïse at his private residence in Pelerin 5.
A request of exceptional gravity: it was nothing less than asking the director of the national police to protect the alleged assassins of the head of state from his own agents.
The Miami Herald's revelations go even further. In exchange for his cooperation, Intriago allegedly offered Léon Charles a job at CTU Security, based in the United States, as well as "international protection" for him and his family. This offer seems more like a guarantee of impunity than a simple career opportunity, and it reveals above all that Léon Charles was not a peripheral player in the conspiracy, but rather a key figure whose cooperation was deemed essential by the organizers.
At the time of the events, Léon Charles held one of the most strategic positions in the Haitian state. As Director General of the PNH (Haitian National Police), he wielded considerable power over police operations, field deployments, and the management of security crises. His neutrality—or active complicity—could make all the difference between the success or failure of an operation as risky as the assassination of a head of state.
American and Haitian investigators now seem convinced that the murder of Jovenel Moïse could not have been perpetrated without complicity at the highest level of the State, and the revelations about Léon Charles support this theory with unprecedented precision.
While several suspects are already detained or on trial in the United States and Haiti, the evidence concerning him — direct contact with an alleged organizer of the plot, an explicit request for protection of mercenaries, an offer of payment in exchange for services rendered — constitutes a particularly damning body of evidence.
The question of his criminal responsibility could soon move beyond journalistic revelations and into the realm of legal proceedings. Three years after the events, the assassination of Jovenel Moïse still lacks a definitive legal answer, but each new revelation paints a clearer picture of a state conspiracy.

The airport is not closed honey… The FAA has banned US commercial airlines from flying to port-au-Prince. The airport is open and functioning everyday. There are flights everyday just not to the US.
