I lived in Montreal for 2 years. I’ve been to 23 different countries.
I can say without a shadow of a doubt that Montreal is NOT touching Toronto. They arent even in the same weight class.
Bangkok, Berlin, Athens, Rome are all above Montreal but they’re below Toronto.

In fact there are many cases in the public sector where salary changes/certain discrepancies are fixed but an officer is not granted retroactive. It is why in this case there is room only retro to Sept 2025 and not when the increases first took effect🙏
