The @LemkinInstitute remembers and honors the victims of the 1988 Halabja chemical attack, the devastating effects of which are still felt today in the Kurdish Regional Government in northern Iraq. Halabja is a reminder of the terrible ways in which civilians can become targets during war and how entire identity groups can become defined as the enemy in the minds of powerful people, who then pursue genocide against them. Israel evacuation orders in Beirut are most likely unlawful and are nightmarish. Entire neighborhoods, including Beirut’s southern suburbs, have been told to “leave immediately,” triggering panic and chaos as families flee with nowhere safe to go. Roads are jammed with people escaping on foot or carrying whatever they can. At the same time, Israel’s forced evacuation orders across Lebanon have already displaced tens of thousands, with airstrikes hitting residential areas. I call it genocide because IT IS genocide. Defined by intent, not by method or means. Visible without magnification—if we look with context, at the victims: what they share is being part of a group, as such. Because of it, they get killed, tortured, maimed, starved, raped, massacred. In dozens or hundreds daily. Genocide is a process, not a single act. A collective act. A criminal venture. To end it, we must first be willing to see it.

Great analysis by @AlexandraAncite. I would add one point: while one might theoretically imagine ‘no violation’ of Art. 4 Prot. 4 due to an expansive reading of the ND & NT exception, there must be a violation of Art. 3 if the Court takes its absolute character seriously.
