Sorry, pero di ko kinaya ang mga "explanation of vote" ng senadong ito. With a few exceptions (Tito Sen in particular stands out for his good sense and clarity) umapaw ang hypocrisy, flawed logic, at simpleng kaduwagan. I never thought I'd see a Senate this shameful. Sad to see.

Yet the Supreme Court remains silent on two of the most urgent health justice issues of our time: • The ₱60 billion transfer of PhilHealth funds to the National Treasury—money meant for hospitals, not highways • The zero subsidy for PhilHealth in the 2025 budget—a betrayal of the poor, the elderly, and every Filipino who believed in Universal Health Care This delay is not just procedural—it is existential. Because every day without a decision means: • 🏥 Hospitals go unpaid, forcing closures and service cuts • 👵 Seniors and indigents lose access to medicine and treatment • 🧑‍⚕️ Health workers burn out, unpaid and unsupported • 💔 Families fall deeper into poverty from out-of-pocket expenses --- 🧭 We call on the Supreme Court to act with urgency and courage. The Constitution guarantees the right to health. The Universal Health Care Law mandates funding for PhilHealth. The Sin Tax Law earmarks billions for medical care—not for political discretion. Justice must not be blind to suffering. Justice Antonio Kho has publicly stated that the funds must be returned to PhilHealth, citing violations of the Universal Health Care (UHC) Act and the constitutional right to health Meanwhile, the 2025 national budget allocates zero subsidy for PhilHealth — a historic first that has sparked outrage among health advocates and reform leaders. This is not just a budget issue. It’s a moral crisis. 🛑 What’s at stake? • Over ₱600 billion in reserve funds are being withheld from the people who need them most. • Senior citizens, indigent families, and persons with disabilities face reduced access to care due to lack of premium support • Private hospitals are refusing PhilHealth guarantee letters due to unpaid claims exceeding ₱530 million. • The government’s failure to remit sin tax and gaming revenues to PhilHealth violates multiple republic acts or laws 💬 Enough silence. It’s time to speak up. In my humble opinion the Supreme Court should decide since the 2026 budget will be discussed after the SONA of @bongbongmarcos and what the government did to philhealth were dangerous precedents and might be perpetuated.
