The demolitions around Bari Imam and the SEZ legislation are two sides of the same process, on one side, the poor are pushed out to clear space; on the other, public land is transferred to the powerful. It is a redistribution of resources upward. On one hand, settlements around #BariImamShrine #Islamabad, home to communities for generations, are being bulldozed, displacing thousands from their homes, livelihoods, and social networks in the name of reclaiming state lands and rule of law. The very people who helped build the city are now being rendered illegal within it. On the other hand, the state itself is advancing laws like the Special Economic Zones Amendment Act 2026, enabling thousands of acres of public land to be handed over to private developers, often free of cost or on highly concessional terms, while even limiting judicial oversight in the process. This contradiction is not just about policy; it reflects deeper priorities about who the state resources are for, and to whom the law truly applies. It's how powerful groups extract value from state resources without corresponding productive contribution. Such arrangements result in land and opportunities being allocated to already influential actors, while weaker communities are displaced under the guise of legality.

بری امام کے گرد کچی آبادیوں میں اجڑتی زندگیاں علی ارقم اس وقت اسلام آباد میں شاہ عبداللطیف کاظمی قادریؒ المعروف بری امام کے مزار کے گرد پرانی بستیاں اور کچی آبادیاں ایک نئے وفاقی منصوبے کے تحت بلڈوز کی جارہی ہیں، ان دیہاتوں میں لوگ صدیوں سے آباد ہیں اور پھر جب اسلام آباد شہر تعمیر کیا جانے لگا تو اس تعمیر میں حصہ لینے والے مزدوروں نے انہیں اپنا ٹھکانہ بنایا، لیکن اب ان معماروں ان مزدوروں کا وجود غیر قانون ٹھہرا ہے، بری امام کے مزار کو چھوڑ کر سب کچھ منہدم کرنے کا حکم ہے، تیرہ ہزار گھر گرائے جاچکے، مزید پندرہ ہزار گرائے جا رہے ہیں کراچی میں عبداللہ شاہ غازی کے مزار کو بحریہ کے پراجیکٹس کے کنکریٹ میں دفنانے، کراچی میں بحریہ ٹاؤن اور دیگر رہائشی منصوبوں کے نام پر صدیوں سے قائم سندھی گوٹھوں کے انہدام، چند سال قبل اسلام آباد میں کچی آبادیوں کے خلاف آپریشن ایسی کاروائیوں کی ایک بہت طویل فہرست ہے جس میں زمین کی بھوک کے ہاتھوں زمین زادوں کو دربدری کا فیصلہ سنایا گیا جس اسلام آباد میں دنیا بچانے کیلئے مذاکرات کی میز اور کھانوں کے درخواست سجے ہیں، اسی کے نواح میں یہ ہولناک کہانی لکھی جارہی ہے تاکہ نئے آبادکاروں کیلئے پرانے باسیوں کو باہر دھکیلا جاسکے کیا یہ صرف قانونی اور غیرقانونی کا معاملہ ہے؟ یا اس کے پیچھے نہایت گہری سماجی، طبقاتی اور ثقافتی تقسیم اور امتیاز کی ذہنیت کارفرما ہے۔ جسے بھارتی سوشیالوجسٹ دیپانکر گپتا “شہری (citizen)” اور “دوسروں (others)” کا نام نہاد فرق قرار دیتے ہیں۔ گپتا کہتے ہیں کہ ریاست اور پالیسی ساز حلقے غریب طبقے کو برابر کا شہری نہیں سمجھتے بلکہ “مدد کے محتاج” ایک الگ گروہ کے طور پر دیکھتے ہیں، یہی سوچ کچی آبادیوں کے خلاف نفرت پیدا کرتی ہے حالانکہ کچی آبادیاں مسئلہ نہیں بلکہ ریاست و حکومت کے امتیاز اور عدم مساوات کا نتیجہ ہیں، کیونکہ پالیسی ساز عوامی فلاح نہیں، سماجی علوم کے ماہرین نہیں بلکہ سٹیسٹکس اور معاشی اشاریوں کے غلام ہیں، اب چونکہ کچی آبادیوں میں رہنے والا طبقہ ڈیٹا میں ٹھیک سے نظر نہیں آتا، اس لیے وہ پالیسی میں بھی نظر انداز ہو جاتا ہے۔ پھر جدید تناظر میں شہری اس شہر یا علاقے کا رہائشی نہیں بلکہ وہی ہے جو رہنے کیلئے پلاٹ اور اپارٹمنٹ کی بھاری بھرکم انفلیٹڈ قیمت ادا کرسکتا ہو یعنی کنزیومر ہو، اس کنزیومر کی ضرورت یا خواہش پوری کرنے کیلئے زمین کی طلب ہے جو بڑھتی جاتی ہے اس طلب کو پورا کرنے کیلئے قانون کا ڈنڈا حرکت میں آتا ہے ورنہ قانون کا رولا بڑی ہاؤسنگ سوسائٹیز اور بڑی کوٹھیوں اور شاہراہ دستور پر قائم اونچی اپارٹمنٹ بلڈنگ کے معاملے میں نہیں ڈالا جاتا کچی آبادیوں سے نفرت اور ان کا انہدام دراصل اس بنیادی سوال سے فرار ہے کہ شہر کس کیلئے ہوتا ہے؟ صرف کالی سڑکوں، ترتیب سے کاٹے گئے سیکٹرز اور کیوریٹڈ ویوز کیلئے، یا ان انسانوں کے لیے جو اسے آباد کرتے، اسے چلاتے ہیں؟ دیپانکر گپتا کہتے ہیں کہ شہر کو صرف انفراسٹرکچر نہیں بلکہ “انسانی جگہ” (space) کے طور پر سمجھنا ہوگا۔ اگر شہر میں صرف چمچماتی سڑکیں، فلائی اوورز، ہاؤسنگ سوسائٹیز اور ٹریفک سگنلز ہوں مگر وہ لوگ نہ ہوں جو اسے زندہ رکھتے ہیں، تو وہ شہر نہیں، ڈھکوسلا ہے۔ اس لیے چند باتیں سمجھنا ضروری ہیں: پہلی بات: کچی آبادیاں “مسئلہ” نہیں بلکہ شہری نظام کا ناگزیر حصہ ہیں۔ دنیا بھر میں ایک ارب سے زیادہ لوگ ان بستیوں میں رہتے ہیں، کیونکہ باقاعدہ منصوبہ بندی سے آباد کیا گیا ہاؤسنگ سسٹم ان کیلئے دستیاب نہیں ہوتا، جب شہر غریب کو جگہ نہیں دیتا، تو غریب خود اپنی جگہ بنا لیتا ہے۔ یہ ناکامی ریاست کی ہے، نہ کہ ان لوگوں کی۔ دوسری بات: پھر یہ آبادیاں صرف رہائش نہیں بلکہ معیشت کا انفارمل (غیر رسمی) انجن ہیں۔ یہی لوگ گھروں میں کام کرتے ہیں، تعمیرات کرتے ہیں، ریڑھیاں لگاتے ہیں، سروس سیکٹر چلاتے ہیں۔ یعنی شہر کی روزمرہ زندگی انہی کے سہارے چلتی ہے۔ تحقیق سے واضح ہے کہ یہ بستیاں انفارمل معیشت (informal economy) کے حب ہوتی ہیں اور پورے شہر کو خدمات فراہم کرتی ہیں۔ تیسری بات: کچی آبادیاں شہر میں داخلے کا دروازہ (entry point) ہیں۔ بہتر مواقع کی تلاش میں دیہات سے آنے والا مزدور پہلے انہی بستیوں میں ٹھہرتا ہے، شہر کو سمجھتا ہے، روابط بناتا ہے، اور پھر آگے بڑھتا ہے۔ یہ ایک طرح کا ٹرانزیشنل سپیس (transitional space) ہے اگر اسے ختم کر دیں گے تو آپ دراصل لوگوں کا شہر میں داخلہ بند کر رہے ہیں۔ چوتھی بات: یہ بستیاں صرف گارے مٹی، اینٹوں اور ٹین کے شیڈز نہیں، بلکہ کمیونٹی، رشتے اور ثقافت بھی ہیں۔ یہاں لوگ ایک دوسرے کے سہارے جیتے ہیں، ایک غیر رسمی سوشل سکیورٹی نیٹ بناتے ہیں۔ انہدام صرف گھروں کا نہیں، بلکہ ان رشتوں کا بھی ہوتا ہے۔ جب کرونا کرائسز کے نتیجے میں لوگ شہروں سے دیہاتوں کی طرف لوٹنے لگے تو ان میں بڑی تعداد ان مزدوروں کی تھی جو اکیلے بغیر خاندان کے شہروں میں مقیم تھے اور وبا کے ہاتھوں جان کے خوف اور اپنے گھر بار اور خاندان سے دوری اور تنہائی کے ڈر سے گاؤں لوٹے تھے، ورنہ جن لوگوں کے پاس شہر میں کسی کچی آبادی میں گھر یا جھگی تھی اور ان کی فیملی ساتھ تھی وہ شہروں میں ہی رہے۔ آخری بات: کچی آبادیوں کو گرانا مسئلے کا حل نہیں ہے، لوگ دربدر ہوں گے، پھر جاکر کسی اور جگہ منتقل ہوجائیں گے، کیونکہ یہ قبضہ مافیا نہیں، زمین کے بھوکے نہیں بلکہ سر پر چھت یعنی سستی رہائش کے متلاشی ہیں، جب تک شہر میں سب کیلئے جگہ نہیں ہوگی کچی آبادیوں جنم لیتی رہیں گی #Islamabad #Evictions #ForcedEvictions #CDA #InformalSettlements #BariImam #Housing #Urbanisation

Federal constitutional case update.. Major decisions 1. The stay order against summary evictions, along with all previous orders in this case, remain intact. 2. Bench expressed displeasure that the CDA has still not adopted a formal regulatory framework to govern katchi abadis 3. A regulatory framework must recognise the statutory rights of all katchi abadi dwellers/residents of informal settlements based on the principle of regularization & upgradation on site & (only where necessary) relocation of katchi abadis, as laid out in the National Housing Policy 2025. 4. The court directed the CDA to formalise a regulatory framework in consultation with the primary stakeholders, i.e. katchi abadi dwellers 5. This framework should be finalised within 4 weeks. 6. People who are crying horse about the illegality of informal housing settlements will themselves be pushed out of the capital. It might be starting with the working class but the middle class folks who are right now acting as the custodians of law have to look at their own status in the city. You cannot build a house because of the land prices, there is no housing scheme for any of you where you can own a house without spending your and your entire family’s lives earnings. Focus this energy on demanding affordable housing for ALL. It is our right and a duty of the state to provide conditions for dignified living which includes housing, public transport, healthcare and education. Housing is increasingly becoming out of reach even for people in the upper middle classes let along working class and lower and middle classes.
