That's a normal anchorage for ships waiting to get into russian ports. They've been doing that for years.

Они задерживают все танкеры газовозы и химовозы, собирают их в одном месте между Таллином и Хельсинки а затем проверяют на причастность к нарушению санкций. @kyleichan The Siemens bit is slightly incorrect as the CRH3 is based on the Siemens Velaro E, not the updated Velaro D that is shown. Similar can be said about the Alstom portion as the CRH5 is based on the Old Pendolino series not the completely different Avelia Horizon that is shown.
