Exactly. Roblox has always promoted itself as a platform where kids and new devs can learn to build games. Requiring ID verification or spending money just to publish creates a barrier for the very people the platform was meant to support. @nabbusines65400 Punishing every developer because of spam accounts isn’t the solution. Many new or small devs won’t have DevEx history, 100+ hours, or want to submit ID just to publish a game. This raises the barrier for legitimate creators more than it stops bad actors.

Also verifying to publish games is a good thing as it prevents bad games from appearing and being published over and over
