Right now, unless you're willing to say that the tanker ban will not apply, no one is going to lift a finger to pitch a project. And, how is the gov't vetting projects and proponents. Presumably if I show up with a line drawn on a map, I'm not getting a meeting. Who is?

What is the process for this? How is the gov't deciding with whom to meet, what information they want, etc. And how is the gov't communicating what they would be willing to do to accelerate projects?
