A guard at Cuyahoga County Jail took Terrance Debose, who is mentally ill, to a small isolated room in a restraint chair, turned off his body camera, then repeatedly beat him in the face, before leaving him bleeding, strapped in the chair, for 2 hours. cleveland.com/metro/2019/06/…
