Afghanistan: At a time when the human rights situation in Afghanistan continues to deteriorate, the extension of UNAMA’s mandate (@UNAMAnews) for only three months - at the request of the US - is deeply concerning. A one-year renewal would have provided the stability and predictability needed for the mission to focus on implementing its mandate, particularly its work on human rights monitoring and reporting, as well as its Women, Peace and Security components. Short-term renewals also risk reopening negotiations on the mandate itself, diverting attention from implementation and potentially weakening sustained international scrutiny of the actions of the Taliban de facto authorities. Any review of UNAMA’s mandate should be transparent and conducted in meaningful consultation with Afghans, particularly women, civil society, and minority communities.

Afghanistan: The UN Security Council met on Afghanistan today, as the Taliban intensify their assault on the rights of people in Afghanistan, particularly women, girls, and minorities. The catastrophic humanitarian situation is exacerbated by the recent earthquake that devastated the eastern region of the country. The Taliban continue to ban Afghan women working for NGOs and the UN, including for the earthquake response as confirmed by the UN. Meanwhile, unprecedented and cruel mass deportations of Afghan refugees and asylum seekers from Iran and Pakistan continue with no end in sight. In the lead-up to today’s meeting, a very small minority of Security Council members opposed the Council hearing a briefing from the Office of the High Commissioner for Human Rights. Afghanistan is a human rights crisis – the Security Council should be able to hear updates from the leading UN entity focused on human rights. Their participation should not be controversial. Over two years ago, the Security Council unanimously called for the Taliban to immediately reverse the bans that restrict the rights of women and girls (UNSCR 2681). Principled, robust and united action is now urgently needed to meaningfully address the rights and needs of all Afghan people.

What should States do in response to the US administration sanctions against @FranceskAlbs, the ICC Prosecutor and Judges? Publicly condemn the use of sanctions to undermine the ICC and express strong, unconditional commitment to the ICC and its critical global mandate; to the UN Special Procedures and all those cooperating with the ICC Pass national laws that shield individuals and companies from the threat of US sanction laws. Fully cooperate with the Court, including by arresting and transferring individuals subject to ICC arrest warrants.    Call on the United States to cease any efforts to undermine the court’s independence and essential work, while encouraging the United States to join the ICC and fully support victims’ access to justice;   Harmonise domestic legislations with the Rome Statute, ratifying and implementing the Agreement on the Privileges and Immunities of the International Criminal Court (APIC), and signing all relevant cooperation agreements with the ICC (for example, on the protection of witnesses and victims; the release of persons, including interim release; and the enforcement of sentences);  Adopt and/or implement national and regional blocking statutes, such as the European Union (EU) blocking statute, that aims to shield European operators from the effects of extraterritorial sanctions.  Blocking statutes and similar instruments can provide the Court and its partners with essential protection and send a powerful message that ICC member countries will not tolerate efforts to undermine the Court;    Adopt any other protective measures at the domestic, regional or international level, and engage with domestic and regional service providers to ensure that they will continue working with the Court.

The Inter-American Court of Human Rights' advisory opinion has affirmed that states have an obligation to take immediate, concrete, and positive action to urgently tackle the climate crisis. There are no more excuses. States now have clear guidance and can no longer claim ignorance of their obligations. The time for decisive climate action is now.
