Another example that raises the question,why do we even bother with Congressional hearings. Doesn't matter which side of the isle someone leans towards. No one seems to ever actually answer a question with a direct answer in any hearing. No actions come from them and very rarely is any new information gained. So really was is the point because there are hearings constantly that really amount to nothing.

@Hsuzumiya6 There is no 'Arrest Warrant' (you likely mean a bench warrant), those are issued by Judges through court action. When a cop arrests someone for observed breaking of a law, there can be no pre-issued warrant obviously.
