Good morning and welcome to the Sunday update. Today's topics: 1. Time Change 2. Coverage 3. Change In Responses to STN65's area 4. 9 Alpha 5. Aerial Support for Wildfires --- 1. With the daylight savings time change having occurred this morning, it is a good practice to change the batteries in your smoke and CO alarms. Further, the NFPA recommends replacing these every ten years. HRFE maintains a program called "Alarmed and Ready" where the department will install smoke and/or CO alarms in the homes of residents unable to afford them. If you need an alarm, call 311. --- 2. Coverage continues to be a concern. While some improvements have been made and some days it appears to be taken seriously, HRFE still does not have specified standards or any overall system in place for maintaining fire coverage, and there is a lot of inconsistency from day to day. Two fires this week highlight the issue. The first fire was a first alarm plus one additional unit. Multiple relocations were made, ensuring adequate fire coverage in the area. The second fire was also a first alarm, but with three additional units, so actually a larger-scale incident. The second fire had zero relocations, resulting in a large portion of the city with no fire coverage for an extended period of time. Fire coverage should not be dependent on who happens to be working that day, and I do not understand why one platoon in particular is allowed to consistently ignore coverage considerations. HRFE needs a system for coverage with written guidelines and accountabilities. This type of a system is standard practice for any large fire department. A lack of coverage means resources aren't being used efficiently and response times will be higher than they need to be, generating unnecessary and avoidable risk. --- 3. With the career-staffed unit at STN58 changing its designation from 58 Engine to 58 Tanker recently, this has caused a change in CAD assignments to parts of STN65's area, particularly around Hubley. This non-hydranted area receives a response of 3 Engines and 5 Tankers for a structure fire. Previously, the three engines would be 65, 58, and 50, and 58 Tanker would also be selected. Now that 58 Engine is no longer, the system only selects one unit from STN58, 58 Tanker, and requires an additional engine to be third-due. It looks like they have added 6 Engine as the third-due engine for this response area. This is a good move. 6E will arrive at these scenes faster than the alternative options. In fact, 6E will probably beat 50E most of the time to this area and will likely be the second arriving engine. With this change, 6E now has a huge first alarm response area, going on first alarms to parts of all of STN5, 6, 7, 52, 54, 58, 60, 62, and 65s areas. --- 4. I've recently been inquiring about the status of 9 Alpha. Here's what I know right now: the volunteers at STN9/10 have been officially told that 9 Alpha is coming back, but everybody seems to think this isn't going to happen. The truck is currently being used as a spare, and additionally there are concerns that there isn't enough space at STN9 to house the engine, aerial, utility, and boat plus an alpha unit. So, the official word is it will return, but the unofficial word is that it wont. We will see. For what it is worth, I think they should disband this unit and reassign the truck elsewhere. No disrespect to anybody who volunteers there, but the truck is hardly ever utilized and there is no track record of Sackville volunteers being able to reliably staff both 9 Alpha and 10 Alpha. It would be better to consolidate resources and have them focus on staffing 10 Alpha on a timely basis. Just my two cents. --- 5. There was a lot of talk that NS may or should develop its own fleet of firefighting airplanes following the Tantallon and Shelburne fires earlier this year. I have done some digging on the topic. I don't know whether NS needs its own fleet or not, but I think it is an interesting topic. The province of NS paid a total of about 4.24 million dollars just to have the fleet of six aerial tankers stand by from the US during the height of the fires this summer. From what I can tell, one standard aerial firefighting plane costs $30-50+ million dollars each, plus maintenance and operational costs. For comparison, NS DNRs fleet of helicopters cost about $4 million each when they were purchased. The most common airplane used for firefighting in Canada is the CL-415 (pictures below) and its predecessor, the CL-215, as well as the Air Tractor 802. The CL415/215 units drop approx 1,300 gallons per trip, while the AT-802 drop around 800 gallons, compared to about 325 gallons from the helicopters. I believe NL has six CL-215s, and NB has eight AT-802s plus eight additional planes, six of which are made available for mutual aid to other provinces. NS has a fleet of five helicopters, used by DNR for a variety of purposes including firefighting. These assets aren't needed often but are hugely important when major fires break out, as we saw earlier this year. --- That's all for this week.
