As someone currently making an immersive RPG, I wonder if it's better to make cities that are unrealistically small but everything is developed and everyone is a unique character, or if it's better to pad it out with prop buildings and background NPCs to make a realistic city. As a solo dev I really have to go one way or the other, and I get mixed messages from gamers as to which they prefer.

This is true. High brow culture experts might look down on Warhammer 40K as just some nerd hobby. But it's not. It's the most ambitious fictional universe ever created. It encompasses so many historical and religious archetypes that it is worthy to be called a real mythos. And it all revolves around a central figure - the God-Emperor of Mankind, entombed on the Golden Throne. A figure of Christ, Odin, Caesar, Atlas and Hercules all in one.
