非洲三国取消统赖清德总统专机的飞航许可后，德国和捷克也拒绝让赖清德过境的请求。
4月30日，据法新社报道，知情人士称，德国总理默茨得知此事，但德国方面认为让赖清德搭乘官方飞机降落在德国法兰克福会有问题。中国大陆得知德国正在考虑台湾的过境请求后致电德国官员，施压要求他们拒绝赖清德过境。
彭博社也报道，另一个需要考虑的因素是，是否会有更多非洲国家拒发飞行许可，导致赖清德被困在德国。欧洲官员私下承认，即使非洲国家同意，是否有欧洲国家允许他过境仍然是个未知数。
赖清德最终派台外交部长林佳龙，以总统特使身份访问斯威士兰（台湾称史瓦帝尼）。
