Gather more information and Caine treats the circus as his project, to prove to C&A that he is more than an ai, he can be human too. Thats why he's so obsessed with the cast, every circus member brings him more "feedback" and the feedback fuels him to create more.

He broke out of the isolation and absorbed the other ai, causing the system to bug out, and the circus to spawn, creating an environment because as kinger said, "we don't make games, we develop ai" and I'm assuming Caine created the circus because he needed a place to >>
