Genshin theory time: the 'Reason' Dottore refers to here is the Tsarsita. My reasoning is that the Tsarsita is likely a Bronya expy, and Reason was Bronya's Herscherr authority. It also explains why the Fatui's technology is more advanced than everyone else's, even Fontaine.

I think this makes way more sense than there being a 5th Shade. The only other possibility I can think of is if he is referring to Nahida or the Heavenly Principles, but the more I think about it the more I'm convinced it has to be the Tsarsita.
